Access and Care for Everyone (ACE)
The San Mateo County Access and Care for Everyone (ACE) Program covers vital healthcare benefits and services for adults over 21 years old who cannot qualify for other state and federal insurance programs.
- Preventive care (checkups, screenings, tests, immunizations and other office visits with a primary care provider)
- Doctor visits (such as with specialists)
- Prescription medicines
- Eye care
- Hospital visits

Annual Participation Fee
To join ACE, participants must pay a $360 application fee. Most participants then pay an an annual Participation Fee of $360 for 12 months of health coverage. It can be paid once a year in full or in monthly payments of $30.
People with financial hardship can request to a fee waiver – meaning that the $360 fee won’t be required. Participants may still be responsible for copays.
Two ways to request a fee waiver:
- Get a form from a Community Health Advocate at your primary care provider (PCP) clinic location or from your Certified Application Assistor
- Contact the Health Coverage Unit at 650-616-2002
Co-pays
There is a $15 co-pay for most services. Some services have much higher co-pays. For details, see the ACE Participant Handbook.

- Contact a Community Health Advocate at any of the San Mateo Medical Center Clinics or Ravenswood Family Health Center
