Providing Access and Continuity of Care since 1987

The San Mateo Health Commission established the Health Plan of San Mateo (HPSM) in 1987 as a public entity under a federal waiver, state law, and San Mateo County ordinance. Local leaders from the community, medical and public health sectors responded to the crisis of low accessibility, high costs, and poor quality in the local fee-for-service Medi-Cal program.  HPSM was launched as a pilot project to demonstrate how a locally administered managed care plan could improve access and service delivery, for San Mateo’s Medi-Cal beneficiaries.

Timeline of HPSM Milestones

  • 1987:  HPSM created as a County Organized Health System and Medi-Cal Managed Care Plan

    Network of primary care physicians, regional hospitals, pharmacies, and other health care providers becomes available to Medi-Cal beneficiaries in San Mateo County.

  • 1998: Begins state funded Healthy Families program.

  • 2001: Begins county funded HealthWorx program.

  • 2003: Begins locally funded Healthy Kids program.

  • 2006: Begins a Medicare Advantage Prescription Drug Plan called CareAdvantage program.
